  二、申请人的资格要求

  2. Qualification Requirements for Suppliers

  (a)满足《中华人民共和国政府采购法》第二十二条规定；

  (a)Meet the provisions of Article 22 of the "Government Procurement Law of the People's Republic of China";

  (b)落实政府采购政策需满足的资格要求：鼓励节能政策、鼓励环保政策、扶持中小企业政策、支持监狱企业发展政策、残疾人福利性单位政策、购买国货等政府采购政策。

  (7)未被列入“信用中国”网站(www.creditchina.gov.cn)失信被执行人名单、******网(www.ccgp.gov.cn)政府采购严重违法失信行为记录名单的供应商；
  (8)法人依法设立的分支机构以自己的名义参与磋商时，应提供依法登记的相关证明材料和由法人出具的授权其分支机构在其经营范围内参加政府采购活动并承担全部民事责任的书面声明。法人与其分支机构不得同时参与同一项目的采购活动；
  (9)本项目专门面向小微型企业采购；
  (10)是否允许联合体响应：不允许。

  (c)Specific qualification requirements for this program:3. Other qualification requirements: (1) This procurement requires online response, and the supplier must obtain the Shanghai Electronic Signature Certification Certificate (CA Certification Certificate); (2) Having a valid business license or relevant documents; (3) Having the personnel, equipment, and other conditions to undertake this project; (4) Having a good business reputation and a sound financial accounting system; (5) Have a good record of paying taxes and social security funds in accordance with the law; (6) The supplier has no criminal record in the past three years; (7) Suppliers who are not included in the list of dishonest persons subject to enforcement on the "Credit China" website (www.creditchina. gov.cn), the list of parties involved in major tax violations, and the list of records of serious illegal and dishonest behavior in government procurement on the China Government Procurement Network (www.ccgp. gov.cn); etc。

  (i)符合《中华人民共和国政府采购法》第二十二条的规定；

  (i)Comply with the provisions of Article 22 of the"Government Procurement Law of the People's Republic of China";

  (ii)未被“信用中国”（www.creditchina.gov.cn）、******网（www.ccgp.gov.cn）列入失信被执行人、重大税收违法案件当事人名单、政府采购严重违法失信行为记录名单；
