(b)Qualification requirements to be met to implement government procurement policies: Suppliers who comply with Article 17 of the Guiding Opinions on Promoting Government Procurement Reform in Pilot Areas in Connection with International High Standard Economic and Trade Rules (Hu Cai Cai Cai [2024] No. 12) are not allowed to participate in the procurement activities of this project.

(c)本项目的特定资格要求：1）具有有效的营业执照；2）具有输变电工程专业承包资质三级及以上资质；3）具有有效的安全生产许可证；4）拟派项目负责人：拟派项目经理需具备机电工程专业二级及以上注册建造师资格，同时具备有效的安全生产考核合格证书。******网站上查询为准，在册且无在建项目记录（同一工程相邻分段发包或分期施工的除外，拟派项目经理在招标投标文件递交时不得调整，不得有在建项目。投标文件中需提交响应截止日前3个工作日内打印的注册建造师《投标项目负责人基本情况表》（通过上海市建设市场信息服务平台https：//ciac.zjw.sh.gov.cn/查询、截图）。5）符合《关于对接国际高标准经贸规则推进试点地区政府采购改革的指导意见》（沪财采〔2024〕**号）第17条规定的供应商，不得参加本项目的采购活动。
6) 近三年内未被列入“信用中国”网站(www.creditchina.gov.cn)失信被执行人名单、******网(www.ccgp.gov.cn)政府采购严重违法失信行为记录名单的供应商；7）专门面向中小企业采购；8）不接受联合体投标。
