  Brief Specification Description:The project implementation scope is located within the Songman Cooperative Society in Dahe Village, Laogang Town, with an implementation area of about 150 acres. The content includes implementing soil fertilization, peach tree planting, and constructing integrated operation channels, drip irrigation, fencing and other facilities to promote the growth of both fruit quality and efficiency of the Economic Fruit Forest Cooperative Society.

  二、申请人的资格要求

  2. Qualification Requirements for Suppliers

  (a)满足《中华人民共和国政府采购法》第二十二条规定；

  (a)Meet the provisions of Article 22 of the "Government Procurement Law of the People's Republic of China";

  (b)落实政府采购政策需满足的资格要求：促进中小企业发展、促进残疾人就业。根据《政府采购促进中小企业发展管理办法》（财库[2020]**号）规定执行。

  (b)Qualification requirements to be met to implement government procurement policies:Promote the development of small and medium-sized enterprises and facilitate employment for people with disabilities. According to the Management Measures for Promoting the Development of Small and Medium sized Enterprises through Government Procurement (Caiku [2020] No. 46), it shall be implemented.

  (c)本项目的特定资格要求：（1）须具有依法注册的独立法人、独立承担民事责任能力的自然人或其他组织。
  （2）具有市政公用工程施工总承包资质三级及其以上资质。
  （3）安全生产许可证（有效期内）。
  （4）投标人拟派项目经理的市政公用工程专业二级（含以上级）注册建造师执业资格，具备有效的安全生产考核合格证书，且未担任其他在建的建设工程项目的项目经理。
  （5）单位负责人为同一人或者存在直接控股、管理关系的不同供应商，不得参加同一合同项下的政府采购活动；为本项目提供整体设计、规范编制或者项目管理、监理、检测等服务的供应商，不得参加本项目的采购活动。
  （6）没有因发生生产安全事故被浦东新区建设行政管理部门暂停承接业务且在限制期内的。
  （7）本项目专门面向中小企业采购。

  (c)Specific qualification requirements for this program:(1) It must be an independent legal entity registered in accordance with the law, a natural person or other organization with independent capacity to bear civil liability. (2) Having a third level or higher qualification for general contracting of municipal public works construction. (3) Safety Production License (within its validity period). (4) The bidder intends to appoint a second level (including higher-level) registered construction engineer qualification in the field of municipal public works as the project manager, who has a valid safety production assessment certificate and has not served as a project manager for other ongoing construction projects. (5) The same person in charge of the unit or different suppliers with direct controlling or management relationships shall not participate in government procurement activities under the same contract; Suppliers who provide overall design, specification preparation, project management, supervision, testing and other services for ...

  (i)符合《中华人民共和国政府采购法》第二十二条的规定；
