  简要规格描述或项目基本概况介绍、用途：防汛移动泵车采购:流量3000立方米/小时大功率排水抢险泵车1辆，排水设备采用电驱动水泵，******处置能力，预算金额230万元（其中国债支持92万元（40%），部门预算安排138万元（60%））。

  Brief specification description or basic overview of the project:Flood control mobile pump truck procurement: flow rate of 3000 cubic meters / hour high-power drainage rescue pump truck 1, drainage equipment using electric drive pump, mainly to strengthen the urban road water emergency drainage disposal capacity, the budget amount of 2.3 million yuan (Chinese debt support 920,000 yuan (40%), departmental budget arrangement 1.38 million yuan (60%)).

  合同履约期限：**年**月**日前完成全部供货。并在中标后3个月内明确“上海范围内服务受理点”。

  The Contract Period:All deliveries will be completed by 30 March 2025. And within 3 months after winning the bid, the "service acceptance point within Shanghai" will be clarified.

  二、申请人的资格要求

  2. Qualification Requirements for Bidder

  (a)满足《中华人民共和国政府采购法》第二十二条规定；

  (a)Meet the provisions of Article 22 of the "Government Procurement Law of the People's Republic of China";

  (b)落实政府采购政策需满足的资格要求：本次招标若符合政府强制采购节能产品、鼓励环保产品、扶持福利企业、促进残疾人就业、促进中小企业发展、支持监狱和戒毒企业等政策，将落实相关政策。

  (b)Qualification requirements to be met to implement government procurement policies:If this bidding is in line with the government's policies such as compulsory procurement of energy-saving products, encouraging environmentally friendly products, supporting welfare enterprises, promoting the employment of the disabled, promoting the development of small and medium-sized enterprises, and supporting prisons and drug rehabilitation enterprises, the relevant policies will be implemented.

  (c)本项目的特定资格要求：3.1营业执照：投标人须在中华人民共和国境内注册、具有独立订立合同的法人或其他组织，并具备有效的执照；
  3.2信誉要求：******处于被责令停业、投标资格被暂停或取消、财产被接管、冻结破产等状态；近三年（**年**月**日至今）没有骗取中标和严重违约、没有被项目所在地政府或国家部委禁止市场准入等情形（提供信誉承诺或相关证明材料）； 投标人未被列入“信用中国”网站（www.creditchina.gov.cn）失信被执行人名单、******网（www.ccgp.gov.cn）政府采购严重违法失信行为记录名单，并提供相关证明；
  3.3单位负责人为同一人或者存在控股、管理关系的不同单位，不得参加同一标段投标（提供承诺函）；
  3.4其他要求：
  提供的移动抽排设备须在工业和信息化部备案的改装车辆公告目录或国家级特种车列装目录中，并提供相应证明材料；
  3.5本项目是否接受联合体投标：不允许。

  (c)Specific qualification requirements for this program:3.1 Business license: The bidder must be registered in the territory of the People's Republic of China, have a legal person or other organisation that independently concludes a contract, and have a valid license; 3.2 Credit requirements: the bidder is not in a state of being ordered to suspend business, the bidding qualification is suspended or cancelled, the property is taken over, frozen and bankrupt; In the past three years (from October 1, 2021 to the present), there has been no fraudulent bidding, serious breach of contract, and no market access has been prohibited by the government or national ministries and commissions where the project is located (provide credit commitments or relevant supporting materials); The bidder has not been included in the list of dishonest judgement defaulters on the "Credit China" website (www.creditchina.gov.cn), the list of parties to major tax violation cases and the list of records of serious illegal and untrustworthy acts in government procuremen

  (i)符合《中华人民共和国政府采购法》第二十二条的规定；

  (i)Comply with the provisions of Article 22 of the"Government Procurement Law of the People's Republic of China";

  (ii)未被“信用中国”（www.creditchina.gov.cn）、******网（www.ccgp.gov.cn）列入失信被执行人、重大税收违法案件当事人名单、政府采购严重违法失信行为记录名单；
