(b)Qualification requirements to be met to implement government procurement policies: According to document Caiku [2020] No. 46, this project is specifically aimed at small and medium-sized enterprises. This project implements government procurement to support small and medium-sized enterprises and promote employment for people with disabilities. Prison enterprises and welfare units for people with disabilities are considered as small and micro enterprises.

Not included in the list of dishonest persons subject to enforcement, major tax illegal dishonest entities, and serious government procurement illegal dishonest behavior records by "Credit China" (www.creditchina. gov.cn) and China Government Procurement Network (www.ccgp. gov.cn);
2. According to the "Shanghai Municipal Government Procurement Supplier Registration and Integrity Management Measures", suppliers who have been registered and become members (website: http://www.zfcg.sh.gov.cn ）；
3. Suppliers must have a third level or higher qualification for general contracting of municipal public works construction;
4. Having a valid safety production license;
