3. 招标文件第六章 供货要求6.餐厨垃圾收运设备及智慧收运系统技术规格：删除所有车辆的“外形尺寸”、“前悬/后悬”和“接近角/离去角” 技术规格要求，5t桶装式餐厨垃圾收运车的技术规格由“发动机功率kw≥136”修改为“发动机功率kw≥120”

Section 6 of the BD, Schedule of Supply  6. Technical Specifications of Kitchen Waste Collection and Transportation Equipment and Intelligent Collection and Transportation System: Removed the the requirements of vehicle dimensions, front/rear suspension and approach/departure angle technical specifications for all vehicles, The technical specification of 5t Barreled Kitchen Waste Collection and Transportation Vehicle is changed  from "Engine Power ≥ 136 kw" to "Engine Power ≥ 120 kw".

 

 

招标文件其他内容不变。

二、根据投标人对招标文件提出的问题，现作出以下回复：

 

1、请明确本招标原始垃圾是餐饮垃圾还是厨余垃圾，英文字面翻译为餐饮垃圾，但是物料组分显示为厨余垃圾。

Please clarify and con firm whether the original waste mentioned in this contract content is food waste or kitchen waste. The English translation is food waste, but the material components shows as kitchen waste.

答复：本招标原始垃圾是餐饮垃圾。

Reply: The feeding of the processing system in this biding is food waste.

2、******处理系统进料条件参数，哪个是准确进料参数。

In sheet 4.1, both Gutter oil parameters in kitchen waste pretreatment system and Feeding conditions in Waste oil pretreatment system are given, pls kindly clarify which is the exact feeding parameters we shall consider?

 

 

 

答复：请以废弃油脂进料条件参数为依据。

Reply: Please use feeding conditions of waste oil as design bases.

 

3、厌氧系统的进料条件招标文件中描述的是SS≤30000mg/L，******处理经验，******处理系统浆料经过三项离心机达不到这个值，其次，厌氧系统进料对SS并无此要求。

疑问：厌氧系统进料条件是否可以忽略，******处理实际出料水质冲击。

In sheet 4.1, Feeding conditions in Anaerobic Fermentation system, SS≤30000mg/L.is required.

Based on our several years of experience in kitchen waste treatment field, we wish to express that, 1. the waste of the pretreatment system cannot reach this value after through three phase centrifuge; 2. the feeding conditions of Anaerobic Fermentation system has no requirement for SS value.

Therefore, pls kindly clarify that: Whether the feeding conditions of the anaerobic system can be ignored, but only requires that the anaerobic system can withstand the water impact of actual discharge in the pretreatment.

 

答复：厌氧系统进料条件以招标文件要求为准，SS≤30000mg/L不是必须满足的关键参数，但需保证厌氧装置的正常运行。

Reply:The feeding conditions of the anaerobic system in the BD shall prevail. SS ≤ 30000 mg / L is not the key parameter to be met, but the normal operation of the anaerobic device shall be ensured..

 

4、如果本项目来料为厨余垃圾，******处理工艺为分选+破碎+细格栅+提油。******处理经验，******处理的工艺。厨余垃圾应第一道进行破碎，再进行分选，细破碎+提油。

疑问，请明确是餐饮垃圾还是厨余垃圾，处理工艺是否可以调整。

If the feeding conditions is kitchen waste, the pretreatment process as per bidding document is sorting + crushing + fine grille + oil extraction. Based on our several years of experience in kitchen waste treatment field, what is required in the bidding document is the pretreatment process of food waste. The process for Kitchen waste shall prefer to crushing first, then sorting, fine crushing + oil extraction.

Thus, please kindly clarify and con firm whether the contract object is food waste or kitchen waste, and whether the treatment process can be proposed and adjusted by the bidder.

答复：餐饮垃圾，处理工艺不能调整。

Reply: Food waste. The treatment process cannot be adjusted.

5、招标文件中投标人资格标准要求有以下生产能力和对应的EXP-3表格，

如果第3章(评标准则) 2.2.3有要求时，才应包括此表格。买方保留核实投标人所提交文件的真实性的权利。

 

疑问，是否要求每台设备的供货商、每个产品都要填写此表，这个表格中生产设施指的是生产工具吗？比如泵的生产工具？厌氧罐为现场制作，生产设施应该填写什么。

Pls kindly instruct that, whether it is required to fill in all suppliers/factories and all equipment/product in details? Does the Production Facility in the form refer to production tool? Such as the production tools for pumps? Anaerobic tanks will be fabricated at site, so how to mention it as production facilities?

答复：是的，每个产品的每个制造商都要填写此表。生产设施是指生产投标产品所用到的设备。

Reply: Yes. The bidder should fill out this form for each equipment and each manufacturer.  Production facilities refer to the equipment used to produce the bid products.

6、招标文件中未体现评标的评分标准，请明确。

The bid evaluation score rule is not specified in the bidding document, please clarify.

答复：无评分标准。授标标准见招标文件第一章第40条：“买方将把合同授予被确定为最低评标价而又实质性响应招标文件要求的投标人，并且该投标人被确定为具有能够满意地履行合同的能力。”

Reply: There is no score rule. Please refer to ITB Clause 40, Section 1 of the BD for the award criteria- "The Purchaser shall award the Contract to the Bidder whose offer has been determined to be the lowest evaluated Bid and is substantially responsive to the Bidding Document, provided further that the Bidder is determined to be qualified to perform the Contract satisfactorily. "

7、招标文件中未提及投标文件盖章签字的位置，是否不需要盖章。

Pls clarify if any exact requirements for signature and company seal.

答复：按招标文件要求签字盖章。

Reply: The Bid should be signed and sealed as required by the bidding document.

8、关于投标保证金，21.3要求不可以直接汇款，投标数据表21.1是可以直接汇款。第四部分投标表格中 投标保证金又是银行担保。

 

疑问，投标保证金是否可以用银行直接汇款，并且投标表格中直接附上汇款回单。

For bid security, ITB21.3 mention that telegraphic transfer is not accepted, whereas ITB 21.1 show the route details of telegraphic transfer; and bid security in section 4 forms is bank guarantee.

Thus, pls clarify the telegraphic transfer is acceptable or not, if we could attach the TT record in the bidding form.

答复：招标文件第二章ITB 21.1是对第一章相关条款的修改和补充，如果投标人使用保函形式的投标保证金，应使用第四章银行保函的格式。投标人也可以选择以电汇形式提交投标保证金，相关要求见招标文件第二章第21.1款的规定。

Reply: Section 2 of the BD is a modification and supplement to the relevant clauses in Section 1. If bidders decide to submit  bid security in the form of a bank guarantee, the format of bank guarantee provided in Section 4 should be used. Telegraphic transfer is also an option, for which the bidder should refer to ITB21.1 in Section 2 of the BD.

9、招标文件图纸均为PDF版本，请提供CAD版本图纸。

The drawings in the bidding documents are in PDF version, pls kindly share them in CAD format.

答复：无CAD图纸。

Reply: There is no CAD drawings.

10、部分设备数量不够用，投标报价中，沼气系统中的设备数量的是否严格按照此表格数？

The quantity of some equipment required is not enough. So, whether the equipment quantity in the biogas system proposed in bidder documents shall strictly in accordance with this sheet?

答复：如果投标人认为招标文件第六章货物清单中的设备配置数量不能确保满意地达到系统功能要求，可以在清单配置之外增加设备配置，相关费用包含在投标报价中，在评标过程中不予核减。

Reply: If the bidder deems that the Equipment quantities indicated in List of Goods in Section 6 of the BD could not ensure satisfactory performance of the system, the bidder may propose additional equipment, the costs of which will be included in the bid price but not be deducted during bid evaluation.  . 

11、1016清单中的沼气压缩机，原计划为厌氧设计气体搅拌用，现在厌氧段利用其他搅拌方式，是否可以取消掉1016？

For the item 1016 Biogas compression equipment, it is designed for gas stirring of anaerobic, but now whether it can be replaced if other stirring method is adopted for anaerobic section?

答复：厌氧设计采用气体搅拌，并没有改用其他搅拌方式，所以不能取消1016，请认真查看招标文件，并以招标文件为准。

Reply:  The anaerobic adopts gas mixing instead of other mixing methods, so the 1016 cannot be cancelled. Please check the BD carefully, and the BD shall prevail..

12、1013清单中增压风机为2台250m3/h，而沼气燃烧器为600m3/h,这两个设备匹配不上。

For the item 1013, the QTY of biogas fan is 2 sets, Q=250m3/h each, whereas the item 1015 Firedamp burner is 600m3/h. This is not match. Pls kindly clarify.

答复：******处理的紧急措施，需要两倍风量以上的燃烧能力。

Reply: The burner is an emergency facility for biogas. Therefore it requires a capacity of more than twice of the biogas flow.

13、4.3 ******处理设备技术指标及要求，生物脱硫后输送至垃圾焚烧厂发电利用”，清单中没有配给发电机用气的风机设备，是否需要？如需要的话配置多大的风机？

For the description 1016 that ” after biological desulfurization, it is transported to a garbage incineration plant for power generation and utilization”, There is no fan equipment for generator in the sheet, pls clarify whether it is required? And What capacity required if yes.

答复：生物脱硫系统设备表中有两组风机。“沼气输送风机”将沼气送至脱硫塔，“沼气脱硫风机”将脱硫后的沼气输送至发电设施。

Reply: There are two sets of biogas blower listed in the equipment list of biogas purification system. Biogas Conveyer is for desulfurization tower, and Biogas Desulfurization Fan is for power generator.  

14、湿法脱硫塔材质为304，与实际中不符。目前市场的湿脱硫塔都为PPH或者玻璃钢，是否可以换材料？

For the item 1013 Wet desulfurization tower, the material required is SS304, which is inconsistent with the actual situation. At present, all wet desulfurization towers in the market are PPH or FRP, whether it can change the material?

答复：可以换材料。

Reply: The material of desulfurization tower can be changed.

15、Equipment of Kitchen Waste Pretreatment System

The drawings have specified requirements for the equipment foundation, pre-embedded, pipeline, etc., and may not necessarily correspond to the foundation energy when the parameters are met.

******处理设备:

图纸已对设备地基、预埋、管路等做了指定要求，满足参数情况下不一定与地基能相对应。

Reply：The parameters in the BD shall prevail, and the equipment foundation, embedded, pipeline, etc. in drawings are schematic, which shall be adjusted according to the actual delivery equipment;

以招标文件中参数为准，图纸中设备地基、预埋、管路等为示意，需根据实际到货设备进行调整；

16、Equipment of Waste Oil Treatment System

-No process flow chart;

-What is the high temperature cooking temperature?

-There are no parameter requirements for centrifuge speed and drum radius, please add.

无工艺流程图，

高温烹制温度为多少度；

3，离心机转速、转鼓半径无参数要求，请补充；

Reply： Refer to General drawing- Process - Process flow, General drawing – Process - Material balance drawing, Pretreatment workshop - Process - Gutter oil pretreatment process flow drawing and other drawings;

Refer to the above drawings and design instructions for the temperature of high temperature cooking。

详总图-工艺-工艺流程图、总图-工艺-物料平衡图；******处理车间-工艺-******处理工艺流程图等图纸；

高温烹制温度详以上图纸及设计说明；

17、 Equipment of Anaerobic Fermentation System

The parameters is incomplete for us to give an inaccurate quotation.

厌氧发酵设备：参数不全，报价不准确：

18、 Equipment of Biogas Purification System

There is no biogas treatment flow chart, please add.

沼气净化设备；******处理流程图；请补充

Reply：Refer to drawings of Outdoor desulfurization device - Process and Biogas compressor room - Process;

详室外脱硫装置-工艺专业图纸；沼气压缩机房-工艺专业图纸；

19、Equipment of Deodorization

There is no waste gas treatment process drawing, and the air volume of the fan is not required. The description of the positive pressure fan in the bidding documents may be wrong and cannot meet the requirements for use. The height of the dosing tank is as described in the parameters, and the height should be 2900mm, which may affect the actual use. The storage tank drawings are described as two, and there are three in the bidding parameters. Ask your company to explain and supplement.

除臭设备：******处理工艺图，风机风量没有要求，招标文件中正压风机描述可能有误，无法达到使用要求。加药罐高度如参数所描述，高度应为2900mm，可能会影响实际使用。储药罐图纸描述为2个，招标参数中为3个。请贵司做以解释补充；

Reply：Refer to drawings of drawings of Outdoor desulfurization device – Process and the odor will be treated collaboratively in the garbage incineration plant beside the project.

The number of drug is three。

详室外除臭设施-工艺专业图纸；******处理；

储药罐数量是3个。

20、Equipment of Electrical, Automatic Control and Instrument

-There is no detailed configuration list for the power distribution cabinet;

-Electrical automatic control equipment video cabinet and accessories, video surveillance host, wall-mounted equipment, operating keyboard, hard disk video recorder, outdoor integrated spherical camera, outdoor camera have no parameter requirements, please add;

-Weak current system, router firewall, core switch, access layer switch have no parameters, please add.

电气自控设备中：

配电柜箱变无详细配置清单；

电气自控设备视频柜及配件、视频监控主机、壁挂式设备、操作键盘、硬盘录像机、室外综合球形摄像机、室外摄像机均无参数要求，请补充；

3，弱电系统，路由器防火墙，核心交换机，接入层交换机无参数，请补充；

Reply：All requirements of electrical and automatic control equipment in the BD shall prevail. If there are no specific requirements in the BD, the electrical and automatic control construction drawings shall prevail. If there are no requirements in the drawing, the bidders shall configure the most suitable equipment according to their respective technical solutions.

所有电气及自控设备首先以招标文件要求为准，如招标文件无具体要求，以电气及自控专业施工图纸为准，如电气及自控专业施工图纸也无要求，请投标人根据各自选择的技术方案自行配置最合适的设备。

21、Intelligent Collection and Transportation System

There is no specific software requirement list, please add.

智能收运系统：没有具体软件需求清单，请补充；

Reply：All requirements of electrical and automatic control equipment in the BD shall prevail. If there are no specific requirements in the BD, the electrical and automatic control construction drawings shall prevail. If there are no requirements in the drawing, the bidders shall configure the most suitable equipment according to their respective technical solutions.

所有电气及自控设备首先以招标文件要求为准，如招标文件无具体要求，以电气及自控专业施工图纸为准，如电气及自控专业施工图纸也无要求，请投标人根据各自选择的技术方案自行配置最合适的设备。
