1．******公司（以下简称“招标机构”）******公司委托，邀请合格投标人就漳州LNG接收站项目下列全新货物和有关服务进行国际公开招标, 现邀请投标人对下列货物和服务提交密封投标：

交货期： 分两批交货，第一批包括锚固螺栓及螺栓定位板等预埋件，第二批包括泵和备件等。

关境内提供的货物：第一批于合同签订之日起270日内到达福建省漳州龙海市隆教乡兴古湾福建漳州LNG接收站业主指定现场；第二批于合同签订之日起450日内到达福建省漳州龙海市隆教乡兴古湾福建漳州LNG接收站业主指定现场；

关境外提供的货物：第一批于合同签订之日起270日内到达中国厦门港，第二批于合同签订之日起450日内到达中国厦门港。

2．业绩和资格要求：

1）投标人必须是具有独立法人资格的海水泵制造商。

独立法人资格要求：关境内投标人应提供有效的营业执照、组织机构代码证、税务登记证等。关境外投标人应提供有效的独立法人证明。以证明投标人具有独立法人资格。

2）财务要求：投标人应提供****-****年审计机构出具的财务审计报告及经审计的财务报表，包括资产负债表、现金流量表、利润表。

****-****年三年平均净资产：不低于等值1000万元人民币；

****-****年三年平均资产负债率：小于0.85；

3）技术和生产能力要求：无

4）业绩要求：制造商近八年内（2010.1.*-****.12.31）具有电机驱动海水泵产品供货业绩（长轴潜没式海水泵、流量****-****0m³/h、扬程**-**m且具有良好使用业绩）。供货业绩应提供相关证明材料。

相关证明材料包括：业绩合同关键页复印件（如：合同首页、合同签订日期页、交货日期页、双方签字盖章页、供货范围/工作范围描述页、主要技术参数页等关键页面，原件备查）。无法提供证明材料的业绩为无效业绩。招标人保留调查考察业绩是否良好运行的权利，一旦查实有不良表现，招标人有权否决其投标。

5）质量要求：制造商应提供ISO9001质量管理体系认证证书，且证书在有效期内。

3．主要技术要求：

1)      设计流量：7800m3/h；

2)      扬程：37m；

3)      材质：双相不锈钢；

4)    产品寿命：25年。

1.              Procurement& Tendering Centerof CNOOC Procurement Dept. and CNCCC International Tendering Co., Ltd.(hereinafter called “Tendering Agent”), for and on behalf of CNOOC Fujian Zhangzhou Gas Co., Ltd (hereinafter called "Purchaser") invites sealedbids from eligible bidders for the supply of following equipment:

Name of Goods: Seawater pump

Qty: four

Delivery Schedule: Goods?shall be delivered in two batches, the first batch shall include embedded parts such as anchor bolts and template; the pumps , spares and other parts as the second batch.

For goods offered from outside PRC customs territory: the first?batch arrived  at XiamenPort, Fujian, P.R.China within 270 days from the date of the signing of the contract, the second batch arrived at XiamenPort, Fujian, P.R. China within?450 days from the date of the signing of?the?contract.

For goods offered from within PRC customs territory: the first?batch arrived at Zhangzhou LNG Terminal Project Site (Address: Xinggu Bay, Longjiao Country, Longhai City，Zhangzhou City, Fujian Province,China)  within 270 days from?the date of?the signing of the?contract,  the?second batch arrived at Zhangzhou LNG Terminal Project Site (Address: Xinggu Bay, Longjiao Country, Longhai City，Zhangzhou City, Fujian Province,China)  within 450 days from?the date of?the signing of the?contract.

2.              Qualification requirement:

1) Bidder shall be manufacturer with the qualification of independent legal entity.

Bidder from within the PRC Customs Territory shall provide valid business license, Organization Code Certificate and tax registration certificate. Bidder from outside the PRC Customs Territory shall provide valid independent legal entity certificate.

2) Bidder shall submit?****-**** audited financial report issued by auditing agency, including balancesheets, cash flow statement, profit statement.

Average net assets of last three years (from 2015 to 2017): not less than RMB 10,000,000 Yuan or equivalent;

Average asset-liability ratio of last three years (from 2015 to 2017): less than 0.85.

3) Not Applicable.

4) The Manufacturer shall have Seawater?pump (drived by electric motor,long shaft submersible seawater pump , flow:****-****0m³/h, head: **-**m And had good performance)?supply?references in the resent eight years (from January 1, 2010 to December 31, 2017).

The references shall be testified by proof materials.

The proof materials as the homepage of contract, the sign date page of contract, the delivery date page of contract, the both parties signed and stamped page of contract,the description page of Goods scope or Work scope, the key pages of main technical parameters, the original copy for reference). The performance without certification documents will be treated as invalid performance. The purchaser retains right to investigate whether the bidder’s performance is in good operation. Once any poor performance is verified, its will be rejected.

5）Manufacturer shall have the ISO9001 quality management system certification and the certificate is valid.

  3.         Maintechnical requirement:

1)      Process Operating Flow Rate: 7800m3/h;

2)  Total Head: 37m;

3)      Main material: duplex stainless steel;

4)      Service life: twenty-five years.

4.              The interested Bidders may obtain the bidding document by following method: Please login at CNOOC Procurement Operation System (https://buy.cnooc.com.cn) on the page of Invitation for bid for purchasing Bidding Document from May. 21th, 2019 to May. 28th 2019. For the first time of login, a registration (free of charge) is needed and only after successful registration, Bidder can purchase Bidding documents online. After successful payment of RMB 2000.00 or USD 300.00 for each copy of Bidding Documents which is non-refundable, Bidder may download the Bidding Documents.
