******公司（以下称为“招标代理机构”）受中海石油（中国）******公司（以下称为“招标人”）委托，就乐东**-*气田开发工程项目所需部分货物及相关服务进行国际公开招标。现邀请投标人对下列货物和服务提交密封投标：

1. 招标条件

项目概况：******乐东**-*气田开发项目依托乐东**-*CEP平台进行开发，新建1座无人井口平台LD**-*WHPA，新建一条混输海管和一条海缆，产出物流输送至乐东22-******处理和外输，并对乐东**-*CEP平台进行适应性改造。气田范围内平均水深90m。

资金到位或资金来源落实情况：已落实。

项目已具备招标条件的说明：已具备。

2.  招标内容

货物名称：******控制阀  

数量：气动控制阀8套、电液控制阀2套、自力式调节阀2套

主要技术规格：

电液控制阀：阀门尺寸不低于8"且压力不低于150LB

自力式调节阀：阀门尺寸不低于1"且压力不低于150LB

气动控制阀：阀门尺寸不低于12"且压力不低于900LB

交货地点：

从中华人民共和国关境内提供的货物：乐东**-*项目湛江建造场地

从中华人民共和国关境外提供的货物:  DAP乐东**-*项目湛江建造场地

3. 对投标人的资格和业绩要求：

(1) 资格要求

A．******公司，投标人需提供合法有效的企业法人营业执照、税务登记证及组织机构代码证或三证合一的营业执照，并加盖公章；

******公司，******公司登记注册证明；

B. 制造商通过ISO9001（或GB/T19001）质量体系认证。投标人须提供制造商有效的质量体系认证证书；

C. 接受代理

国内产品不允许代理商投标，境外产品接受代理商投标。境外产品使用代理商投标时，投标人应得到本次投标所投产品境外制造商的同意，并提供该产品的合法唯一代理授权书。

D. 是否接受联合体投标：否

E. 未通过合法途径领取招标文件：不允许参与投标

(2) 业绩要求:

 **年**月**日至投标截止日（以合同签署时间为准），投标人所投产品的制造商应满足以下业绩要求：

a) 对于电液控制阀产品应具有两个工程项目（技术规格：阀门尺寸不低于8"且压力不低于150LB）的供货业绩，投标人须提交相关业绩证明文件。

b) 对于自力式调节阀产品具有两个工程项目（技术规格：阀门尺寸不低于1"且压力不低于150LB）的供货业绩，投标人须提交相关业绩证明文件。

c) 对于气动控制阀产品应具有两个工程项目（技术规格：阀门尺寸不低于12"且压力不低于900LB）的供货业绩，投标人须提交相关业绩证明文件。

 业绩证明文件包括但不限于：1）销售合同复印件（含相关技术附件）和2）到货验收证明文件。投标人所提交的业绩证明文件必须至少体现以下内容：******

Project Name: Ledong **-* Gas Field Development Project Control Vavle（Name of Goods）

CNCCC International Tendering Co., Ltd. (hereinafter referred to as “the Tendering Agent”), entrusted by CNOOC China Limited (hereinafter referred to as “Tenderee” ), intends to purchase the Goods and the relevant services required under the project of Ledong **-* Gas Field Development Project by International Competitive Bidding. The Bidders are kindly requested to provide the following Goods and services with sealed bids.

 

1.  Bidding Conditions

Project Summary： Ledong **-* Gas Field Development Project is developed by relying on Ledong **-*CEP platform. An unmanned wellhead platform LeDong **-*WHPA is built, a multiphase subsea pipeline and a seacable are built, and the output is transported to LeDong **-*CEP platform for processing and external transport, and LeDong **-*CEP platform for adaptive modification. The average water depth in the field is 90m.

2.  Bidding Contents

Electro-hydraulic control valve: valve size not less than 8”and pressure not less than 150LB

Self-operated control valve: valve size not less than 1”and pressure not less than 150LB

Pneumatic control valve:valve size not less than 12”and pressure not less than 900LB

Delivery Schedule: July.30.2023

Destination of delivery：

For goods offered from within PRC customs territory:ZhanJiang construction site  of  Ledong **-* project

For goods offered from outside PRC customs territory:DAP ZhanJiang construction site  of  Ledong **-* project.

 

3. Requirements for Qualification and reference of Bidder:

 

（1）Requirements for Qualification of Bidder

A. The bidder within the customs territory shall provide sealed valid independent legal person business license, tax registration certificate, organization code certificate, or three in one business license;

The bidder outside the customs territory shall provide valid certificate to prove business registration certificate.

B. The manufacturer of the Bid Goods shall pass Quality Management System Certification ISO9001（or GB/T19001）Certification. Bidder shall provide valid Certificate of Quality Management System Certification of manufacturer.

C. Bid by Agent is accepted.

Agents are not allowed to bid for domestic products, and agents are allowed to bid for overseas products. If the bidder is an agent, bidder shall obtain the legal and only formal authorization from the manufacturer of the goods to provide the goods for this bidding.

D. Joint Venture: Not Accepted

E. Failure to obtain bidding documents through legal channels：Participation in bidding is not allowed.

（2）Requirement for Bidder's reference:
From January 1, 2013 to the deadline for submission of bids (Subject to the date of signing the contract).The manufacturer of the bidder’s product shall meet the following performance requirements:

a)For electro-hydraulic control valve products should have two project performances (technical specification: valve size not less than 8”and pressure not less than 150LB) , the bidder shall submit relevant performance certificates.

b)For self-operated control valve products should have two project performances  (technical specification: valve size not less than 1”and pressure not less than 150LB) , the bidder shall submit relevant performance proof.

c)For pneumatic control valve products should have two project performances   (technical specifications: valve size not less than 12”and pressure not less than 900LB) supply performance, the bidder must submit relevant performance documents.

Performance certificates include but are not limited to: 1) copies of sales contracts (including relevant technical annexes) and 2) certificates of arrival acceptance.

The performance certificates submitted by the tenderer must at least reflect the following contents: contract signing time, manufacturer name, goods name, project name, valve type, valve size, valve pressure level, as well as arrival acceptance materials. If no performance certificate is submitted, or the provided performance certificate fails to reflect the contract signing time, manufacturer name, goods name, project name, valve type, valve size, valve pressure rating and arrival acceptance materials, it shall be deemed as invalid performance.

4.
